Paket otonomi khusus Papua di kemas dalam UU No.22 tahun 1999 tentang otonomi khusus papua. Pemberian status otonomi khusus papua di sebabkan tuntutan dan kekecewaan bangsa papua terhadap Indonesia, tidak berhasil mendidik orang papua dan meninggalkan penderitaan pelanggara HAM, bagi orang Papua otonomi bukan soslusi terbaik pemekaran adala bentuk pemeca belaan rakyat papua. Namun solusi terbaik adalah menetukan nasibnya sendiri merupakan solusi terbaik.
