Located on the western half of the island of New Guinea and long racked by a simmering violent separatist insurgency, Papua encompasses Indonesia’s two easternmost provinces. The world recognized that Indonesia is the legal successor to all territories called the Netherlands East Indies, now known as Papua and West Papua Provinces. In 1969, the people of Papua, once and for all reaffirmed that Papua is an irrevocable part of Indonesia. The United Nations and the international community recognized the decision of West Papuan people.
A former Dutch colony, West Papua was formally incorporated into Indonesia in 1969, after an undisputed vote of about 1,025 representative tribal leaders. The United Nations overseen and endorsed result of the plebiscite.
After 1998 reform movement, the government has introduced elections to increase political participation in Papua and West Papua. In line with that, by local election in the region, West Papuan could elect their leaders democratically. This fact has strengthened the legality of West Papua as a province of Indonesia.
