Special Autonomy did not fail

Jayapura, West Papua Blog – Arguing that special autonomy did not fail, Christian Arebo (Chair of National Leadership Council of the Papuan Indigenous Youth) said that the central government had given full authority to the provincial and district / city governments in Papua to regulate all of the Special Autonomy (Otsus) Policy for its people.

According to Christian Arebo that, in fact Otsus did not fail, but the regional governments at the provincial and district / city levels had not optimally managed the Special Autonomy Fund for the welfare of Orang Asli Papua.

Most of these funds are used for purposes that are not useful, so the budget that must be used to answer the needs of OAP such as Health, Education, Infrastructure, People’s Economy is not well absorbed “Said Arebo.

“So in my opinion, as the head of the Papuan traditional Youth that Otsus is not a failure but has not touched well to the OAP, as a result of the use of the Budget by the Government that is not in accordance with its purpose,”.

For this reason, it is hoped that if Otsus is continued, the Government must have a Grand Design or a design that can protect or specialize Papuans in all fields, no bargaining, Schools, Hospitals, Housing Infrastructure, Empowerment of the poor economy and so on must all be specified for the OAP it can only be measured its success rate, “said Arebo.

On that occasion, one of the leaders of the Papuan Customary Natan Ansanai said that an evaluation of the implementation of Papua’s special autonomy (Otsus) was needed to be more effective in responding to the aspirations of the people.

An evaluation of Papua’s Special Autonomy is needed because since its entry into force in 2001 until now, it has not been effective in realizing the aspirations of the Papuan people, “explained Natan Ansanai in Jayapura when attending the Preparatory Meeting of the Serui Unite Community (Mubes).

Natan said that the government could immediately issue regulations implementing the Special Autonomy Law. Among them regulate all agencies in synergy in realizing various programs such as programs in the fields of Infrastructure, education, health, and Community economy so that the objectives of Papua’s special autonomy can be achieved immediately.

He hopes that the government will more aggressively develop areas that are still isolated. Among them are building roads so that it can facilitate community access while simultaneously connecting villages with villages as well as between provinces. “Through the construction of transportation facilities and infrastructure, including the construction of roads, the impact can improve the economic life of the people in the area,” he explained.
